Study On The Social Security Of Rural Disabled People In Quyang County Of Hebei Province

Disabled people is weaker groups in society,every disabled people need help from the state,humanities concern,family care,therefore,disabled people's social security has become one of the important guarantee for its survival and development.Disabled population in our country,the rural disabled population,disabled people mouth of right,the "dual" of rural disabled people as a social vulnerable groups,life more difficult,living standards,the quality is relatively low.Since the reform and opening up,the social security of disabled people in rural areas has passed nearly 40 years,which has made great progress.But because of the limitations on rural development level of our country rural social security for the disabled or is not high,and in the life,health care,education,employment,etc on the cover of still present different degree is insufficient,lead to the lack of rural social security system for the disabled.In today's rapid economic development in our country,on the urbanization,modernization,rural people with disabilities is more and more attention as a special group,this is not just their own survival,for people with disabilities families and rural development as a whole has to be reckoned with.It is necessary to establish a sound social security system for the disabled in rural areas in order to make changes in the living conditions of rural disabled people and ensure the harmonious and orderly construction of the new socialist countryside.Therefore,this paper studies the social security of rural disabled people in Quyang county,Hebei province.In this paper,we first use the method of field visit and questionnaire survey,and give a detailed description of the social security situation of rural disabled people in Quyang county of Hebei province.Secondly,using the combination of theory and empirical method,low level of social security for disabled persons in rural areas are analyzed to ensure,imperfect system,management and service does not reach the designated position,environment construction does not reach the designated position.The main reasons for these problems are the relative lack of capital investment,the imperfect laws and regulations,the lack of scientific management and supervision,and weak service consciousness.Finally,the countermeasures are put forward for Quyang county rural social security work for the disabled,should improve the level of social security,improve the rural disabled persons life,health,education,employment,environmental construction system,set up special administrative departments at the same time,improve the rural social security management system for the disabled,by changing ideas,enhance service awareness,improve the basic environment construction,promote healthy and orderly development of Quyang county rural social security undertakings for the disabled.
