Joseph Stiglitz who won the Nobel Prize in Economics said that hightechnology in American and urbanization in China were the most influentialthings in the world of21th century. Obviously, urban development and theprocess of urbanization are extremely task in China. The information of the citybased on the man-made environment focused on political, economic, education,science and technology in a certain area. Urbanization is the continuous process ofcollecting a variety of resources (such as population, land, capital, information,energy) and social activities (such as political, economic, culture, science andtechnology), at the same time, the number of the cities increased and the spaceexpanded. The nature of the urbanization is to enhance the level of materialstandard of living, thereby increasing the degree of civilization of the wholesociety.It is not difficult to see that the development of civilization has beenaccompanied by the development of rural and urban in Chinese history. After theThird Plenary Session of the Eleventh Central Committee, China firstly has theconcept of urbanization. Then in the next thirty years the economic growth rapidlywhich promotes the speed of the urbanization in China. Today on the9.6millionsquare kilometers land, there are so many cities in China, but the distribution ofthe city is not balanced. For example, the large cities have “urban disease” andcontrast to the central cities, the uncoordinated and unsustainable problems aremore obvious in the western.From reality, the paper chooses the urban development of Lhasa, which is thecapital of Tibet Autonomous Region, on the following reasons: firstly, Lhasa isnot only a highland city which has a long history, but also a national city andreligious city. Secondly, as a capital city, the backwardness of Lhasa iscomprehensive, especially of the construction and development of economic which were in the final position of the country. Thirdly, there are many researcheson the developed and big cities, but few studies have investigated on the citieswhose economic is backward. In order to make up this gap, in is necessary tostudy on the urbanization of Lhasa.The paper is divided into four parts. Part Ⅰ, the author analyses the conceptand the results on this study. Part Ⅱ, the paper reviews the development historyof Lhasa in the ancient, modern, the republic, after the liberation and new centurytimes. Then the research chooses the city of Dalian, Chongqing and Lanzhou whohave the similar topography and development foundation. Part Ⅲ, the paperanalyses the main problems in the development of Lhasa urbanization, and in thelast find out the principal contradiction such as harsh natural environment, lack ofinfrastructure, weakness of economic foundation, low quality of population, lowpolicy enforcement and separatist forces. Part Ⅳ is not only the center of the fulltext, but also the innovation of it. In this part, the author finds out the keymeasures of the Lhasa urbanization development which are not only thecountermeasure of urbanization but also the development strategy in the tide ofindustrialization, modernization, construction of information.
