Research On The Problems And Countermeasures Of E-government Development In Lhasa

At present,China has made great progress in "Internet + government affairs" and information construction,and the construction of E-government has become an important part of the national informatization construction system.The continuous development and improvement of e-government construction can not only accelerate the transformation of government functions,improve the efficiency of government administration,enhance the image of government and strengthen the interaction between government and the public,but also have important significance for the transparency,indifference,low-cost and social stability and harmonious development of the administrative process.Many economically developed cities at home and abroad have achieved good results after vigorously developing the construction of e-government.Although compared with the development of economy and society,the development of e-government is not mature in the global scope,it has made preliminary progress,and innovative methods,modes and paths are being actively explored in practice around the world.The development of E-government in China has achieved good results under the construction of the Internet and big data platform,which is an important step for the strategic power of the Internet.Under the guidance of the 13 th Five-Year Plan of the state and Tibet,Lhasa needs to grasp the pulse of the times,grasp the opportunity of informatization and speed up the construction of regional data and information sharing center.Therefore,the construction of e-government is of great significance to the economic development,social stability and public demand of Lhasa and even Tibet.Based on the theory of public choice and the theory of new public management,this paper combines literature research,questionnaire survey and statistical analysis,and standardizes research methods to analyze the construction of E-government in Lhasa and the problems in the development process.Mainly combs the development process and construction status of E-government in Lhasa,through questionnaires,according to the satisfaction of Lhasa public to the city's E-government,analyses the situation of Lhasa's E-government construction,points out the universality of E-government and the particularity of Lhasa's E-government construction,and then carries on the reason analysis;finally,through the analysis of domestic and foreign E-government construction.Summarizing the experience of E-government construction,combining with the particularity of E-government in Lhasa,this paper finds out the experience suitable for the construction of E-government in Lhasa,puts forward practical and effective countermeasures and suggestions,and contributes to improving the level of public service in Lhasa.
