Research On The Local Government Credibility In The Perspective Of The Participation Of Citizens

The issue of government credibility is essentially the matter of common aspiration of citizens, also the most important part of social credibility. The development of social credibility is based on the development of public trust in government. Whether the public trust in government or not affects the implementation effect of public policy, however government actions and the way government connects with citizens is vital for the citizens’trust and support,Currently. Government credit crisis is a concern of the whole world, China being in the social transition period, also faces the problem of Government credit crisis.The study of government credibility by Chinese scholars starts relatively late, large amount of study was done since the year2003. Current study is still not systematic enough, the study of the most scholars is focused on self-restraint and self-supervision of government action, rarely, do they take the public point of view into the study of government credibility. Actually, research the credibility of the government in the perspective of public, civic engagement is vital important in the establishment of government credibility. Therefore civic engagement is chosen in this paper to be the start-point of the establishment of government credibility. The cultivation of civic society, establishing and improving civic engagement mechanism is put forward in this paper so as to enhance government credibility eventually. Social contract theory, Principal-agent Theory and deliberative democratic theory all show that civic engagement not only facilitates government credibility, but also consolidates government’s regime.Currently, the state of government credibility is not optimistic, which displays as follows:lack of stability and continuality in Administrative policy, the implementation of administrative policy is not standardized, weak sense of responsibility in government administration,administrative accountability system is not sound,lack of transparency and openness of government behavior,the problem of widespread administrative omission,the problem of regional government protectionism,low administrative efficiency.Citizens in our country exhibits low level and extent of civic engagement, channeling of civic engagement is hindered in many ways and turn out to be mere formality. Methods to enhance government credibility is put forward in the end of this paper targetedly.From the research of credibility problem of local government, espacially, the research in the perspective of public participation, you can find the main factors that affect the credibility of the local government; the main reasons of the credibility missing of the local government can be found from the public visual; We can also find an effective solution ways to enhance the credibility of the local government.From the basic theory of government credibility and public participation, using social contract theory, the principal-agent theory, consultation, democratic theory and governance theory,It analyses the cuurent situation of our govermenton,on the basis of relevant literature and survey of local governments in China. It uses a combination of a variety of research methods, the useing of documentary research, to collect large amounts of data with reference to the domestic and foreign scholars on the credibility of the results of research from books, Internet and other channels. It analyse the credibility of the local government, using multi-disciplinary analysis, multi-disciplinary knowledge of the application of political science, management science, sociology, law, economics and other multi-angle. It takes ways of comparative analysis and contrast domestic and international credibility of the construction drawing on intentional experience. Using a questionnaire survey method, it analyzes the credibility problem of the status quo of China’s local governments in order to identify the credibility of China’s local governments, then it provides a reliable basis to find an effective way to enhance the credibility of the local government.The survey shows that, at present, the credibility of the local government in China is not high, there are still many problems, therefore, the credibility problems of local government has an important practical significance. Current, the situation is insufficient public participation in China and the public awareness of public participation in government decision-making is low; The channels of citizen participation are imperfect,some places it only involved in a mere formality,meanwhile, local government is not enough emphasis on public participation.The international research and practical experience about credibility of the Government has a very important reference to enhance the credibility of the local government in China. The following lessons we can learn:foreign governments focus on the citizen as the center for the public provision of public services with special emphasis on the quality of public services, anti-corruption, and actively expand public participation in government in public decision-making with special emphasis on government affairs open and transparent. In our case, ways to enhance the credibility of the local government are: to improve the relevant system to protect the citizen’s right to know and speak, to change the traditional concepts to establish a modern administrative concepts, to improve the quality of the government’s social management and public service, to promote open government information, to strengthen style of government and build a clean government, to establish a civic governance model and to foster civil society.The credibility problems of local government is a common problem in worldwide perspective.We can be able to find the way to resolve the the problem of public participate in the perspective of public participation. We must pay more attention to the interaction between the government and the public,then in face of the problems, we can find a balanced and acceptable solution by both sides.
