A Study On Rural Public Cultural Services Supply Of Gansu Province-from Social Capital Perspective

Public cultural service is an important part of public service, perfect countryside public cultural service can not only improve peasants’ quality of life, protect their rights and interests, and also can considerably increase consumer demands, increases the peasants’ income, maintain rural areas be stable.But due to its special natural, historical and geographical environment factors, Gansu province is behind economic development level, used for public cultural service financial inadequate funding, infrastructure construction is backward, supply and demand structure imbalance, the brain drain problem is more outstanding, most of the peasants are lack of consciousness and public spirit serious by thousands of years and feudal influence of traditional ideas.Social capital is a sociological concepts in eighty to ninetys of the twentieth century,it is standard,trust and network form exists in the social structure,and it is different from material capital and human capital,it can provide convenience resources for the members within the structure.As an important sociological concepts,social capital theory provides a new research paradigm for management, economics and sociology multitudinous discipline.Although rural social capital closeness and the existence of rational tool negative trend,it helps to mutual benefit of peasants’ cooperation, to increase the rural public cultural service independent supply,and peasants can set up more effective express channel with the participation of social capital network.At the same time,social capital’s internal trust, cooperation and the relation between the network can improve the efficiency of the peasants collective action,in short,social capital play a very active role in the supply of rural public cultural services.Gansu province rural areas is rich in traditional social capital, which can provide the support for the rural public cultural services,and modern social capital in rural community can support it better.Based on the difficulties that Gansu province faces,in the view of social capital theory, this paper pertinently put forward by cultivating the community residents citizen consciousness and public spirit,reconstruction of rural social trust system, developing the third departments,giving full play the lead role of rural elites,speed up the construction of the modern rural community and so on to increase social capital stock to meet the peasants of the basic way of public cultural needs.
