Research On Equalization Of The Basic Public Services In Gansu Province

Equalization of basic public services is an important component to build a harmonious society of our country. It is the government's inherent duty that the basic public services are supplied and enjoyed by every member of society equally. Through the development in several years, the quality and level of public services have been greatly improved in culture, education, science, health, the public services in rural areas and other aspects in Gansu province. However, the imbalance between the supplies and demands of public goods relatives with the strong growth of public demands with the economic growth since reform and opening up. The supplies of public goods are shortage so that they can't meet the public demands. The conflicts between comprehensive and rapid growth of public demands and the inequality of public services has become prominent increasingly. Some uncertain and discord factors show gradually with the economic developing continuously. In particular, Gansu provinces as one of the less developed western province, there are still in large distance to the eastern and central regions regarding equalization of basic public services supplyed.,and the gaps are still growing. Inequality of basic public services has become an obstacle to the sustainable development of economic and society. Therefore,achieving equalization of basic public services is benefit for narrowing the gap between urban rural areas, regional disparity, social groups and building a harmonious socialist harmonious society. Based on this study,researching on how to achieve equalization of basic public services in Gansu Province is an extremely far-reaching significance to sustainable development of Gansu economic and social, coordinate implementation of other cities, the balanced development of other provinces.In this paper, eight representative city (state) as the study samples are selected in Gansu Province, and author analyzed the datas which are about compulsory education, public health, public employment services, basic scientific research, basic social security. It pointed out the status and extent of the current unequal distribution of basic public services in Gansu Province, further explore the factors which constraint the equalization of the basic public services, and put forward specific policy recommendations.
