In the wake of the "5.12Wenchuan Earthquake" and after Beijing Olympic Games in2008.The " volunteer" has been known and highly praised by people. This is the sign of the Chinese citizen’s awareness and reflecting the growing Civil Society. With the Shanghai World Expo held successfully in2010, the enthusiasm of social voluntary service has been raised again. Most of the volunteers are from80s or90s people. They assume their social responsibility through their own practical action. During the development of volunteer service at home and abroad, social work is the important force to promote volunteer service specialized. In recent years, the" social work--volunteer" united service mode become popular in some districts. Social work plays a decisive role in the volunteers’development.This article attempts to select30young volunteers who are in13-34to do in-depth interviews, based on social work theory of the system ecological theory, according to the actual situation of youth volunteer development in Nanjing. They are from college students, working people (out NGO organization) as well as NGO organization employees. I will use qualitative research method of category analysis to analysis30interviewers’data, including collated, login and coding. I divided the influence of the Youth Volunteers’Action into internal force and external factors. I attempt to verify three assumptions, such as " internal strength is the decisive power of youth volunteer action, resulting in a plurality of volunteers, differentiating characteristic","internal and external forces both in a strong enough can cause the youth volunteer’s behavior" and" internal and external forces of the powerful combination makes Young Volunteers Action continued and specialization".So I can explore the deep reasons of their diversity behaviors, to find a suitable development road for China’s national youth volunteers.In this paper, based on30interviews with internal and external factors, which can be divided into four categories, such as "weak-in, weak-in";"weak-in, strong-out";"strong-out, strong-in";"strong-in, weak-out". The finding is that only the" young volunteers" who internal forces and external forces are both weak, have no voluntary behaviors. Other three cases, the young volunteers are involved in voluntary action. As long as one force is powerful enough, it can product voluntary action. Internal and external forces of the powerful combination produced the most perfect effect. According to this result, we should make a deep exploration of youth volunteers’ social system including the micro, meso and macro. The social problems in macro system come with certain contingencies, such as the Wenchuan earthquake, Beijing Olympic Games and the Shanghai World Expo. So we should improve the policy system, training system, social support system as well as voluntary cultural propaganda. In meso system, we should strengthen the ability of construction and make the way of participation in volunteer organizations, daily and professionally. And the volunteers should be more positive, recognize their right clearly, and make a sustain plan of the volunteer life.
