Voluntary Service in China has surely got a rapid development momentum, as it not only makes the disadvantaged groups felt the warmth of society, and provides the new generation a broad practicing stage, but also set a good image of contemporary Chinese Youth. However, a lot of problems happened, such as large turnover, the mobile is too often, the sense of belonging of members is not strong and the fall in the service quality, which has seriously affected the continuity and stability of the Youth Voluntary Service, resulting in the volunteers' management facing many crisis.In this paper, we take youth volunteers of universities in Changsha as research object, to explore the elements of college youth volunteers' expectations and assess its importance. With the study of the meeting situation of the main expectations of them, we throw out several related incentives based on the expectations meet.This paper argues that satisfaction of expectations has a great impact on their activity options, such as service motivation, service effects and the incentive effects. By interviews and questionnaire survey, we got their main expectations to the organization can be concluded into 8 elements: basic material guarantee, internal and external cooperation, organizational structure and environment, learning and training opportunities, organizational identification and respect, voluntary activities design, personal growth, and self-worth achieved (in accordance with the importance of the order from low to high). Gender, education, and political landscape of the expectations have a significant effect on college youth volunteers'assessment of the importance of major expectations. According to problems like college youth volunteers'inadequate value realization, frustrated development expectation, low job satisfaction, lack of emotional communication, low consistency of individual and organization, and weak material guarantee, which we got from the analysis, we raised several related incentives based on the expectations satisfaction, such as value realization, personal development, emotional communication, job satisfaction and voluntary cultural, material incentives.
