Under the large background of economic globalization and informatization, striving to establish aservice-oriented government has been an irresistible trend. However, promoting administrative leadershipof the government constantly is the key to set up a service-oriented government. In recent years,governments at all levels in our country have in succession carried out administrative reformation aimed atestablishing service-oriented governments. Some measures providing the masses of people withconvenience and privileges scramble to come on the stage. Academic circles also come up with lots ofsuggestions and viewpoints promoting governmental leadership and quickening the establishment ofservice-oriented governments. It can be said that, whether in theory or in practice, certain experiences areaccumulated. The paper adopts administrative leadership in the establishment of a service-orientedgovernment as an object of study, puts theoretical results of pertinent subjects into practice flexibly bylooking up a great deal of document literature, conducts a systematic research on core contents such asleadership development and establishment of a service-oriented government etc, and puts forwardapproaches and suggestions to enhance administrative leadership in our country to expect that it can play ahelpful role in the practice to set up a service-oriented government in our country.The paper firstly starts with the research process of leadership in our country and other foreigncountries, pointing out that leadership study is derived from accompanying research and development ofleadership science. Leadership science begins with the West at the earliest, dating from the first half of the20th century. In1980’s, concept of leadership was formally put forward. Study on it rose earliest inbusiness administration field, and study range was expanded to such subjects as organizational behavior,management, sociology, political science and even psychology etc. At the beginning of the21st century, therange of leadership study was expanded again, extending to many fields and levels such as governments,schools, troops and public organizations etc. For study on government leadership, it can be said that it isstill a newer field up to now. Even though on the basis of Western leadership science having developed foralmost one hundred years and accumulating lots of research achievements, thorough study and discussionstill lack in governmental administrative leadership. Particularly since human steps to information ear,network techniques develop rapidly and globalization progress accelerates gradually, governments in each country in succession change to service-oriented functional ones from traditional management-orientedfunctional governments. It has been an urgent affair to enhance administrative leadership in order to copewith changed quickly information age. Meanwhile, it is the hope to make country develop longer, healthierand more sustainable.Following reform and open progress, administrative leadership establishment of the government inour country also makes great progress. The paper attempts to find out the existent problems ofadministrative leadership in our country during the establishment of service-oriented government byanalysis on the current condition of leadership in China: unscientific leadership decision; misconducts ofadministrative leadership; poor governmental leadership performance; weakened leadership authority. Bymeans of analyzing existent deeper reasons of the problems, that is, unsound administrative system; lack ofsupervision on power exercise; lack of democratic spirit; lagged administrative theoretical research;ingrained government-owned standard consciousness and so on. On the basis of continuously learning fromadvanced managerial experiences and newest theories in Western developed countries and the combinationof developmental level of productivity and practice to establish socialism with Chinese characteristics,evaluation criterion of service-oriented government on administrative leadership is put forward, namely:realize the target to maximize public interests; constantly boost public service quality; promote publicservice efficiency; lower operating costs further creatively point out effort direction and promotion ways toreach to standards: update governmental leadership philosophy continuously; set up system environment topromote leadership; strengthen the establishment of service-oriented administrative culture; perfectinstitution system to support leadership promotion.
