Maritime Safety Administration of the People's Republic of China(China MSA)is the bureau level institutions which runs under the Ministry of transportation.Acting as the national administrative law enforcement and supervision agency.It takes responsibilities of over-water safe supervision and control,preventing vessels from contaminating,checking vessels and offshore facilities as well as guaranteeing voyage and perform the management functions of the Department of transportation safety production.With the continuous development of the national shipping economy and the efficient dissemination of new media.Maritime appears in public view increasingly whose responsibilities and positioning have become a growing concern.At the same time,with the advancement of C hina ' s service-oriented government building,and the deepening of domestic public sector reform,Maritime department which have restructured subjects to public supervision more deeply,as a government agency responsible for navigation and safety regulation.Shipping industry personnel show more concern to the maritime sector law enforcement management and service,and the maritime service requirements are getting higher and higher.The traditional form of law enforcement can not meet the demands of the public to the government department,so More and more discussions on the maritime sector whether be re-managed or re-service.In 2013,as dust settles of Maritime system reform,Maritime have become the state administrative departments from reference to civil service management of public institutions.So the requirement of service-oriented government has become an inevitable requirement for the maritime sector.After the completion of reform,how to balance the new problems and further build a service-oriented Foshan MSA become Foshan maritime people's problem under the new circumstances.The origin,development and construction paths of service-oriented government at home and service-oriented government at home and abroad are studied in detail in this paper,and it also provides the advanced maritime public services at home and abroad that we can use for reference.Then combined with the new public service theory,and in view of the service-oriented Foshan maritime the difficulties encountered in the process of construction,it puts forward the specific service connotation,shaping a service-oriented maritime marit ime culture,high quality talent team,optimize personnel evaluation mechanism,and the encouragement of social participation in maritime public services to promote the further development of the service-oriented marine construction of Foshan MSA,serve the masses of the people,ports and enterprises and promote the rapid development of local economy.
