On The Realization Of China’s Rural Financial Autonomy

Rural financial autonomy is one of the core content of the right of villager autonomy. Its practical situation determines the implementation effect of villager autonomy system and affects the process of rural development. Current status of rural financial management in China is not optimistic, which reflects the plight that rural financial autonomy is difficult to achieve. Based on this, the thesis selects rural financial autonomy as research object and is divided into four parts to discuss this.The first part clarifies the basic concepts related to the rural financial management and rural financial autonomy, and sketches the evolution of China’s rural financial management mode and three important periodical elements driving the change. And then it analyzes and concludes the main mode of financial management in China, that is, rural financial autonomy being difficult to achieve is the basic reason which leads to many contradictions in our country’s rural financial management as well as in the area of villager autonomy.The second part explores the negative impact on villager autonomy and rural development, which is caused by the vainness of rural financial autonomy. This problem is discussed in four aspects, the protection of rural collective property rights, the rural economic development, the rural public service and rural democracy growth.The third part makes a thorough analysis on the elements which stops rural financial autonomy from realization. It makes clear that the local government intervention in the rural financial autonomy based on financial and administrative system is external factors, and defects in villager autonomy legal system and the complexity of rural financial autonomy are internal factors.The fourth part focuses on ways of realizing rural financial autonomy, namely to promote realization of the financial autonomy of the village by improving the government finance and taxation system and building internal check and balance mechanism.
