On The New Agricultural Cooperative To The Development Of Villager Autonomy

Villager autonomy in China has a long tradition, but until the reform and opening up, with the development of economy and the improvement of farmers' autonomy, made self-government on a voluntary basis in the modern sense, which marked by the spontaneous establishment of village committee. Under the background of the development with legal protection in countries, but the villager autonomy in China in the late 20th century was in trouble.In a market economy and economic globalization, China's agriculture and farmers, which suffered plight, are seeking countermeasures. Referred on the experience from overseas and the existing agricultural reform, the development of new agricultural cooperative is not only has economic benefits to farmers, but also promote the development of village autonomy.This paper is divided into four parts. First, through the description of history in the rural and agricultural development since the reform and opening up policy, and the research of the surrounding countries and regions in China over the past half a century in agricultural development status and the government countermeasure, to reflect the value of new agricultural cooperative and clarify its key elements. New agricultural is cooperative join and exit voluntary, democratic management and benefit sharing, voluntary is the basic premise, democracy is the basic method, sharing is the fundamental purpose.Secondly, discuss the relationship of new agricultural cooperative and villagers' autonomy theoretically, the former is the development and improvement of the economic basis to the latter, which is the carrier to increase the villager autonomy, they are mutual influence, promote each other, and provide the support and guarantee for the other development.Again, through the classic case in domestic, primarily research into new agricultural cooperative organizational structure, daily operation and member participation mechanisms, to determine the main reasons for the success and failure of new agricultural cooperatives in the establishment and development in China, through the case to study new agricultural cooperative relationship with the villager autonomy.Finally, through the study of dilemma status and reasons to the new agricultural cooperatives, combined with the domestic situation, put forward solution thinking and methods. In the conclusion part, reiterated the value of new agricultural cooperative and villagers' autonomy in China's agricultural modernization, rural construction and realizing common prosperity.
