Study On Social Mobilization Of Public Crisis Management In China

In recent years, with the continuous development of the economy and technology, potentially multiple crisis also growing with each passing day. All kinds of public crisis broke out frequently, caused serious influence on China’s economic development, social stability and people’s life property safety. We must be response to the crisis timely and effectively. Traditionally, the government is not only in subject of public crisis management, but the" limited government" difficult to undertake responsibility for all the issues. Along with the development of civil society mature, the folk strength gradually developed and grew, it plays an important role in the public crisis management. Especially in social mobilization, NGO has the advantage be richly endowed by nature, so the NGO crisis mobilization ability began to pay attention. Due to China’s public crisis management started late, research on crisis mobilization is only in the political mobilization, exploring the new pattern of social mobilization, playing folk force mobilization advantage, perfecting the social mobilization mechanism in public crisis management are the key of this article. Based on the background of risky society, by public crisis management perspective, comprehensive domestic and foreign existing research results, this paper summarizes the crisis management, social mobilization and other related concepts, discussing the importance of social mobilization on public crisis management, focusing on the mechanism of subject and object, mobilization factors. Elaborated the respective advantages of government mobilization and NGO mobilization, combined with the cases to analyze social mobilization mechanism in the Wenchuan earthquake, sum up all previous crisis mobilization experience lessons, mobilization mechanism in crisis management, obtained certain results and some disadvantages, this article make an discussion for these issues and finally draws the conclusions. In the public crisis management, we need to deploy the social resources effectively, with the maturity of civil society, the folk strength has grown with social mobilization of resources and potentials. It has shown the advantages in coping with the crisis.Therefore, in our country current multiple crisis situation, we should attach great importance to the government and social cooperation, construct the government-NGO joint mobilization model, fully mobilize the NGO crisis mobilization ability, develop its own strength, through the mobilization of diversification to realize social resource and power to maximize integration configuration, to provide theoretical support and practical reference to the maintenance of economic development, social stability, national security and the construction of the socialist harmonious society.
