Research On Social Mobilization In Public Crisis Management

Public crisis which happens frequently in modern society has become a major challenge which all the countries in the world must face in social governance. As the administrator of public affairs and the provider of public service, government must be the dominator in the public crisis management. In terms of the timeliness of coping with public crisis, the professional crisis management as well as the coordination and cooperation of the government as the main role, it is difficult for the "versatile" government, which is of low efficiency, high cost and poor flexibility, to meet the requirements of crisis management——high efficiency, rapid response, much flexibility. The non-governmental organization, as an important organization entity of the civil society, has advantages in professional crisis management, social mobilization, undertaking special action, and meeting special needs, which can make up for the government deficiency in public crisis management. Therefore, the integration of the strength and resources of government and non-government organization is of great significance for the transformation of government functions and for the improvement of the crisis management efficiency. In conclusion, the government and non-governmental organization should coordinate and cooperate with each other.
