The Research Of The Lottery Industry Of Government Egulatory System In China

Since1987, our country stated publishing the lottery ticket for the first time, in thismore than20years, Chinese lottery tickets to “public interest” as the purpose, makingoutstanding contribution for our country’s social welfare and public sports and other publicwelfare undertakings. But compared to the development of the industry in other countries,the development of our country lottery tickets industry is still in the primary stage, lotterysupervision system is not perfect. The provisions of the lottery can’t keep up with thedevelopment of the lottery; the current issue of market sales system and the phenomenonof existing in distinction will not lead to the effective distribution of lottery resources andin some areas there are private lottery phenomenon; lacking of professional andindependent regulator leads to weak supervision; the distribution system of welfare lotteryis not reasonable; the phenomenon of illegal use is serious. These problems have bad effecton the sustainable and healthy development of our country lottery; the correspondingreform of supervision system of lottery is imminent.This paper mainly adopts literature and comparative analysis methods. It has referreda large number of domestic and the research results about the lottery of internationalexperts to find the existing problems of China’s current supervision system about lottery.And then, by the comparative analysis method, this paper briefly introduces the lotterysales system, regulators and the allocation and management of welfare lottery in othercountries, and makes reform for our current lottery sales system, regulators and welfaremanagement system in combination with the specific conditions of our country lottery, andtries hard to make our country lottery sales on a business, and having dependent regulators,and using the social public funds standardized. First, it is to establish consciousness ofpublic welfare lottery; second, it is to build lottery sales system; third, it is to set upindependent regulators to supervise lottery tickets; four, it is to establish a uniform distribution of welfare lottery agencies that distributes the social public funds according tocertain standards and procedures, and publics the use of social public funds, andstrengthens the supervision the use of the social public funds.
