Present, China's lottery industry of administrative monopoly, vicious competition, lack of regulation and legislation lags behind other issues. Reform of China's lottery industry, monitoring systems need to break administrative monopoly, reform and speed up the distribution system, improve relevant laws and regulations. Because China's lottery industry, has just started, there are many institutional problems. China's lottery market reform has been the subject of attention.
