Local Government Trust Crisis Resolution Study Over Scientific Development View

With the promotion and practice of new public management movement, people care more about the quality of public service, efficiency and effect, and they pay much attention to the government trust problem.The trust in government is an important source of the legitimacy of government, the reliable guarantee of he healthy development of the market economy, also is the cornerstone of entire social trust system, which plays an important role. Since reforming and opening, we have gained the economic development success that attract worldwide attention, our comprehensive national power has increased ceaselessly, people living standard has rise ceaselessly, and we have entered well-off on the whole society, which makes the government has a good image in serving for people. But some behavior of some local governments and officials that benefit themselves against the government and the interests of the people, thereby which affects the whole level of trust of local government in the people’s hearts and minds. Especially since entering the new century, due to the social transformation and the government itself, some local governments facing the trust crisis is increasingly obviously, and an outstanding performance is that various forms of group events have occurred about local government. Local governments lacking of trust has many reasons. To analysis the profound causes and countermeasure has an important significance for constructing the harmonious society. In the perspective of scientific outlook on development, this paper mainly carries on case analysis and theoretical demonstration by using typical group events for trust crisis of local government, to analysis the present situation, cause and effect, focus on the research of the credit relation between the local government and the citizen, and learn lessons from domestic and international experience, which hopes to provide assistance for the local government development and the construction of harmonious society.This paper firstly puts the question from the aspects of selecting topic reason, meaning and method, research thought and basic framework, and puts forward the problem, the article draws out the core issues, namely local government credit crisis. Secondly, this article defines the concept of trust and government trust on the theoretical research, analysis government credit crisis theory by using the Principal-agent Theory, the Giddens’ Trust Theory, and Political Seek-rent Theory, and expound the relationship between the local government and the scientific development view. Thirdly, for local government trust crisis the specific types were analyzed, and through the group events and its typical case of Gansu Longnan "11.17" group events were analyzed from process-event, and four major effects, as well as the reasons on the government, the public, social and institutional were occurs in four major effects, as well as the four reasons of the government, the public, social and institutional aspects were raised based on analysis of local group events. Finally, this paper summarizes the experience lesson of domestic and foreign local governments in dealing with public crisis event, puts forward the local government need to build a service-oriented government, honest government, law government, having humanistic idea, service idea, responsibility idea, efficiency idea, law idea, as well as system level, decision-making level, execution and supervision level to deal with crisis over the scientific development view.Government function was generalized as economic regulation, market supervision, social management and public services in The Sixteenth National Party Congress. Facing the current trust crisis in the local government, we must work hard to build a service-oriented government, democratic government, law government, responsibility government and sunshine government, and gradually raise the credibility of the local government, to make great efforts to build the good image of the government.
