No matter in what form, so-called "motional" law enforcement, governance or management, these means are taken by the government in all levels in today’s China as a top-down social management approach to cope with the major social issues happened in contingency. After adopting the policies of Reform and Opening up to the outside world, Chinese society expands exponentially with social problems of all aspects rising one after another. Resolving the problems in the way of specialized "motional" governance approach brings along effective comprehensive social effects. However, with motional social governance infiltrating into the detailed facets of society and people’s growing consciousness on democratic political ideas such as legal system and rights, it is gradually reached a consensus that motional social governance should be treated critically. Although motional social governance approach indeed has some shortcomings, it should be understood in an all-round way. It would be too arbitrary to this approach by merely analyzing from the technological aspects of administration, social governance or system design. With a rich history and cultural heritage, the conclusions can be safely drawn by discussing motional social governance from the perspective of politic sociology:firstly, traditional Chinese political culture still exerts powerful influences on today’s China, among which many cultural traits help shape Chinese political system and constrain the government’s social governance approaches in either direct or potential way. Meanwhile, these cultural traits shape from origin people’s expectation on their own status and government administrative status. Secondly, Communist Party of China, as the solely administrative party and the core of leadership, needs to preserve and reinforce its political legitimacy in various ways. It is motional social governance to a great extent that meets CPC’s need. With increasing development of globalization promoting the whole change of Chinese society, motional social governance will certainly make change in future.
