Study On Current Situation And Development Strategies Of Community Family Endowment In Lai’an

Considering the nationwide, the elders has been growing faster, and with the acceleration of the aging population,the proportion of the elderly has resident. How to support the elderly has become a big problem for the society to be faced with. Affected by traditional concepts and the production level of our country, the family support model is still taking a dominant role in the life of elderly. However, due to the modern family structure and size of change, people’s lifestyles and living standards also produce a huge change in a relatively close relationship with people’s lives, the communities is coming into the line of sight,because of its unique human and material resources and location advantages. The family endowment which relying on community becomes the stronger way. As the elderly differ in their wills and needs, providing them with all aspects of service is the top target of communities.This article takes the community home-based care services system construction as the research object in Lai’an. Take the research on home-based care services present situation according to the Welfare pluralism and hierarchy of needs. From the government, enterprises, community, family and other building in elderly people living environment, providing the service and meeting old people’s actual demand,I begin to empirical investigation. For Ximen community elderly groups as sampling investigation target, we can know the current situation and problems of community old-age home. According to Lai’an regional characteristic and the reality of the social and economic development, from the view to construction the harmonious community construction,analysis of the elderly group overall life situation, the different characteristics of the elderly pension wishes and needs,and the nursing service tends to empty premise, government, community and other subject to planning and construction, in order to improve the present situation. Through field research, identify problems, research questions, and put forward relevant resolution strategy, in order to improve the home-based care services in Lai’an. The author found in Ximen Community of Lai’an home-based care services has the following problems:First, the sharing of resources between various organizations within the community consciousness, were stationed in the building is not in place; Second, currently engaged in community home care service personnel overall professional quality is relatively low, service consciousness and skill are not strong; Third, community and other county departments no clear relationship; Fourth, the existence of the community fund shortage phenomenon, also with the government finance investment limited and community work is heavy; Fifth, community infrastructure is insufficient, cannot satisfy the needs of the elderly. In view of this, we should enhance the ability of community service, meet the needs of older persons. From the community itself, the rational allocation of the resources endowment, maximization of resource utilization; to strengthen the professional training of service personnel, improve the community volunteer service ability; accelerate service system construction, establish a diversified investment channels. From the point of view, to clear the responsibility of government, increase the investment, while encouraging community participation and support in home-based care services business, and constantly create a good working environment for the aged.This article is divided into six parts. The first part is the introduction, including research background, research purpose and significance, literature review. The second part elaborated the old-age home related concepts, theoretical basis. The third part is the community endowment service present situation investigation, including geographical population and social economic situation, the community endowment service present situation, investigation and analysis of community elderly groups, community home-based care services will and demand. The fourth part analyzes the community service for the aged and the reasons for the problems. The fifth part put forward to perfect the community health service system and the countermeasures. The last is epilogue.
