Research On Problems About Community Endowment Supply In Jinan

The ageing population in China has become increasingly serious, the population aging has a huge impact on the economic, social, political and cultural of China. Under the new normal economic conditions how to solve the elderly pension problem is an important issue which is related to the livelihood of the people. How to solve the pension problem effectively has the vital significance for improving their quality of life, and the stability of the society in harmony. In condition of the family and institution endowment carrying capacity relatively insufficient, scholars apply community endowment model to deal with the old pension problem.Community endowment is a new type of pension mode in China. Compared with the traditional pension mode, community endowment patterns combines the integration of family and community endowment resources, in order to lower costs for offering the elderly professional services in familiar surroundings. Community is a foundation for endowment patterns. At present, the development of the community and organizations at the grass-roots level grows gradually perfect, we now have the foundation to carry out the community endowment.In recent years, the Chinese government attaches great importance to community endowment, in 2015 the state council develops community and family pension on the government’s annual work report. A wide range of community endowment patterns has been put into practice across China, bring out many achievements and also many problems. This study is based on the embedding theory, demand hierarchy theory, the welfare pluralism theory. From the perspective of community endowment service supply, to sort out the current situation the community endowment service supply in Jinan in policy, organization forms and service platform construction, service content and service personnel. The paper found that there are some problems exist in Jinan endowment service supply, such as, imperfect supporting policies, inadequate funding, low service quality h and the low recognition. These issues due to the main reasons for lacking of practice and the administrative coordination, less participation main body of community endowment service, the unestablished market mechanism, the low professional quality of the service personnel, community endowment propaganda does not reach the designated position, etc.In view of the causes of these problems, this study combined with relevant theory and lessons draw from the successful experience of the foreign community endowment service practice, in order to further improve the Jinan community endowment service supply system, Four policy Suggestions such as strengthening the administrative coordination policy supporting, attracting social capital to participate in community endowment to broaden the sources of funds, the introduction of market mechanism, strengthening the publicity to promote the whole society to establish the community endowment idea is raised.
