The Research On Innovation Of Governments’Social Management In Shucheng County

Social management is one of important functions of modern government. Although since the reform and opening up, the local governments at all levels in China have provided an important security effect for the construction and development of society and economy by performing social management functions, provided a rich variety of social services and public products for many people, satisfied the people’s social life needs to a certain extent. From the realistic situation at present, the local governments still tend to integrate social resources by the administrative order and political mobilization means in the process of performing social management functions, still obviously have the color of "economic construction government". It is difficult to adapt to the needs of the development of the society that the local governments perform the social management functions, and this still is a quite common and outstanding problem.County government faces the city and connects the country in the urban and rural dual structure, bear a lot of social issues. It’s directly related to some key areas of economic and social development, such as the level of the urbanization development and the ageing of shaking off poverty and getting rich and the force of environmental and resource protection and so on. So it becomes a center work in front of the county government that how adjust the life of society and economy through effective government’s social management, maintain stable social order, create a good social environment and development conditions, and thus promote the continuous development of the local economy.This paper based on the research level of the county government, combined with the major issue of "strengthening and innovating social management", chose Shucheng Country as the research object, to study the situation of perform functions and play a role in making social policy and managing social organization and creating good social environment and thus ensuring integrated development of economy and society. This paper is divided into five parts:The first part is the introduction. It mainly describes the research background and research significance from the macroscopic level, summarizes the related research achievements on the topic at home and abroad, and introduces the research methods and research thinking and the main features of the paper. The second part mainly introduced the related theory of the governments’ social management, and reviewed and combed our governments’social management course. The third part is combined with the actual situation of Shucheng Country, summarized the actively exploration and effect in governments’social management. The fourth part focused on the analysis that the main factors of restricting Shucheng Country Government to perform the social management functions, and deeply analyzed the main reason. The fifth part in based on the above, pertinently put forward the specific countermeasures and approach to promote the social management innovation of Shucheng Country Government, in order to provide strong guarantee for breakthrough the bottleneck of county development and achieve leapfrog development.
