Since 1980s, NGO has developed very fast in the world, and it has become a very importantforce in modern society. It is independent of the government and for-profit enterprises,and it is amajor institutional innovation and organizational innovation, outside the state system and marketsystem.NGO can take a variety of activities to solve some specific problems in the areas wherethe government and the market can’t take into account, depending on its own unique advantages.It played an important role in promoting social justice and protecting the vulnerablegroups.Overall,the NGO have played an increasingly important role in promoting economicdevelopment, social progress and promoting the comprehensive development of the human. Sopeople have been paid more and more attention in its development.NGO has developed veryquickly in China after the reform and opening up, and it has played a unique role in promotingthe building of a harmonious society and promoting social stability.Through a series of literature analysis, comparative analysis and case analysis, introducing aseries of theoretical basis of NGO,and a major role in social development of NGO,also therelationship between the NGO and the government. This article analyzed the problems of NGOand their causes, giving an example of the Dezhou NGO,and combined with the experiencegaining by the foreign NGO development, discussing how to promote the healthy developmentof the NGO in China. The produce of NGO is the inevitable trend of historical development,andit also had a major impact on human society. But it is undeniable that the NGO has manyproblems to be solved,so how to correctly understand these issues, analyze the problems andseek solutions, is this paper attempting to explore.Based on the above theoretical analysis and empirical research, this paple give the solutionof the problem of NGO.Including improve the development of related laws and regulations forNGO, promoting the cooperation between the NGO and government, strengthen the managementsystem and accountability mechanisms for NGO,improving the content of NGO income sources.So we can provide a health environment for the development of NGO.
