For a long time, people work on the petition in a useful exploration from different angles, different aspects at different levels, and this work has accumulated wealthy of experience. This thesis is begin with is a grass-roots petition case of the offices of Henan Province Z City K district, summed up the real problems in the rural grass-roots petition, and at the same time analysised the causes of the grass-roots petition, combined with the actual K district is proposed to solve the grass-roots petition to this problem, a useful exploration to further improve grass-roots petition.The thesis is divided into four parts:The first part is describes the background and significance of this article, describes the theoretical tools and research methods used in this article, clearing the ideas and content of this thesis.The second part is a description of the case process, truly and completely describes a typical grass-roots petition case of Mao Jinfeng, to show the current grass-roots petition the status quo.The third part is analysis the causes of the case, the analysis pointed out that the real problem of grass-roots petition, and the causes of the formation of grass-roots petition were analyzed.The fourth part is the case revelation, the integrated use of knowledge and methods of public management theory put forward countermeasures to solve the problem of rural grass-roots petition, and proposed a solution to the problem of grass-roots petition to find a way out.
