The report of the 17th party points out that deepening reform of administrative system is an important link, and to explore the big department whose functions integrated organically. Since reform and opening up, China carried out a number of government reforms, and had made useful exploration of establishment the administrative system with Chinese characteristics suitable for national conditions. However, there is still a certain gap between Chinese administrative system and the needs of socialist market economy and the needs of modernization, in particular the inability to properly handle the conflicts between the growing polarization of the departments and the increasingly complex social and public affairs management. Big department integrating similar functions, similar business sectors, is not a simple merger between the departments, but a reconstruction of power structure, is a re-establish of operating system and operational mechanism, and aims at changing the phenomenon of huge numbers of departments, overlapping functions, thereby establishing a unified, streamlined and efficient government and meeting the requirements of market economy and modern democracy. At present, it is the foundation and prerequisite for building a service-oriented government and promoting Chinese current administration reform that how to combine reform process and the historical reality of Chinese administrative system and institutional, actively study and a reasonable draw the basic experiences of foreign large department, timely pushing forward Chinese reform of big department.The paper is divided into five chapters. Chapter I: Introduction. Chapter II: Theoretical basis and practice characteristics of foreign big department. Study the theoretical basis, practice, characteristics and enlightenments of foreign big department. Chapter III: The basic cause the status quo of Chinese reform of government institutions in new era. Analyze the basic cause of Chinese current reform of government institutions, reviews the reform of government institutions in past, puts forward the main problems and causes. Chapter IV: Draw foreign experience, push forward Chinese reform of government institutions. Analyze the adaptability of big department in China, explore the macro vision and specific countermeasures of Chinese reform. Chapter V: Conclusion.Conclusions and innovation lies in following aspects: The public nature of government's management, establishment of market economic system and the WTO rules and spirits, had provided political, economic and management feasibility for Chinese to learn from foreign big department reform.; Main Western countries experiences in big department reform are: the premise of implementing the big department is scientific transformation of functions; the ideal number of core institutions should be about 20; big department reform should actively seek the support of institution; establish inter-sectoral coordinating agency; timely reform in depth. When learn from the western countries, we can not divorce from the national situation, we should reflect on the lessons of the Western countries and give full play to the advantage backwardness; achieve separation and coordination of the government decision-making, implementation, monitoring; scientifically deal with integrated management sectors and professional management sectors; strengthen supervision and the interests integration; improve the legal protection and promotion of relevant supporting reform of big department reform.
