Civil society organizations in rural areas in our province there is a problem in rural governance reasons are:Henan rural economic development lags behind, the Government of the rural nature of civil society organizations, functions and significance of the lack of full understanding of the development of civil society organizations in rural areas of Henan is not sufficient, relevant civil society organizations in rural areas inadequate laws and regulations; lack of civic culture in rural areas of Henan and so on.The province should give full play of rural civil society’s role in rural governance, should take the following measures:(1) to further promote rural economic development. (2) continue to promote rural democracy, including actively carry out financial disclosure, and village affairs, government affairs; flow channels for public participation of villagers; civil society organizations to strengthen the rural grass-roots government supervision; specific measures such as strengthening the rule of law. (3) vigorously promote the construction of civic culture in rural areas, including strengthening the village of consciousness, awareness of rights and obligations, legal awareness, public spirit, and other cultural values. (4) strengthen the Government’s Rural Development and management of non-governmental organizations, including:enhancement of rural grassroots party and government organs of civil society organizations, trust, transformation of government functions and strengthen the management of rural non-governmental organizations, civil society organizations systematically the backbone of the rural molecules training specific measures.
