Public policy is the main method to provide public service and to carry out the social management by government, playing an irreplaceable role in the process of managing social things and regulating the market economy. The essence of citizen participation lies in ensuring that public policy can sincerely represent and safeguard the social public intersects, promoting the scientific and democratic process of public policy. Therefore, whether citizen participates in the process of public policy-making or not determines the legitimacy, rationality and feasibility of public policy. In recent years, the Chinese government attaches great importance to the citizen participation in the process of public policy-making, making many encouraging achievement. At the same time, the awareness and ability of citizen participation has been improved.However, because of cultural concept, the system of participation, the channel of participation, etc, there is a big gap between the current situation of citizen participation in public policy-making and the requirement of democracy in China. The gap lies in the low ability of citizen participation, the deviation of citizen participation way, and poor effect of citizen participation and so on. Therefore, we should rationally analysis the trouble of citizen participation in China’s public policy-making process, and then look for the perfect path of citizen participation in public policy-making from the institutional construction, the ability of citizen participation, the way of government decision-making, etc. These not only can motivate citizen participates in public policy-making, but also has a very important theoretical and practical value for the realization of effective political participation.
