The Study Of Management Innovation Channel In Local Government Under The Background Of Knowledge Management

Under the background of knowledge economy, knowledge management has been widely applied in the corporation management. Thus, government starts to pay attention to knowledge management. Especially, with the development of e-government, government knowledge management has been the major sector in government management. It is the quantity and quality of knowledge and the ability of using and managing knowledge that government possesses that represent the quality of government management. In the innovative practice of local governments, local governments should possess knowledge of high quality and take emphasis on the management of knowledge. Local governments must make innovation and put knowledge management into practice if they intend to enhance government management.The innovative management of local government is a developing and improving process. Under the environment of market economy and globalization, local governments face a lot of challenges. The drawbacks of local governments have became the barriers to develop. Since the16th people’s congress, with the deeper reformation, management innovation and reform have be of great urgency for local governments. As the owner, user and runner of knowledge, government should make innovation to improve the efficiency of government and build service-type government from the perspective of knowledge management, concept and system.This thesis studies the management innovation of local government under the background of knowledge management. There are six parts. Chapter1, the introduction explains the purpose and meaning of the study, summary of previous study, outline and method of research and creation. Chapter2, mainly introduces the theories of knowledge management, government knowledge management and local government innovation. In this part, it elaborates the meaning and goal of knowledge management, the meaning and content of government knowledge management and the values of knowledge management in government management innovation. Chapter3analyzes the present situation and problems of government management innovation. Chapter4concludes the experience of government management innovation by the introduction and analysis of the innovation of theory, idea and model from abroad. Chapter5, the key part, is about the analysis and research of the strategies for local government management innovation from the perspective of concept, system and e-government. The last part is the conclusion. It summarizes the statements and analysis of the thesis.
