Method Study On Process Knowledge Management In General Office Of DL Municipal People's Government

As theories of knowledge management are studied profoundly and applied extensively, more and more people realized that it is not effective to study knowledge as an independent subject for it may lead to disassociations between knowledge management and routine work. Process knowledge management finds the point of strength for knowledge management by integrating knowledge management into routine work process and solves the problem of disassociations between knowledge management and routine work.This thesis, based on theories of knowledge management, government knowledge management, process management and so on, puts forward assumption and methods in government process knowledge management with General Office of DL Municipal People's Government as object of study.(1) It puts forward EPAA Mode in government process knowledge management, that is Process Knowledge Extraction, Process Knowledge Positioning, Process Knowledge Audit and Process Knowledge Accumulation. It designs process knowledge cycle model and process knowledge distribution graph model.Government process knowledge is divided into four catagories:stipulation knowledge, conditional knowledge, technical knowledge and relational knowledge. Two process knowledge audit methods, post practice method and post interchange method are also put forward in this thesis.(2) It designs guarantee system for government process knowledge management from the four perspectives of culture, system,organization and technology. As for culture construction, it puts forward three measures of mobilizing widely, organizing special training and insisting in encouragement. As for system, it puts forward setting up process knowledge management operation system, supervision mechanism and evaluation system. As for organization and leadership, it makes plan for leadership structure, operation process and activities carrier. As for information technology, it emphasizes setting up process knowledge management system with functions of knowledge application, knowledge accumulation, knowledge evaluation and so on.(3) It designs working process system of General Office of DL Municipal People's Government, classifies its working process from different points of view, and draws general frame diagram for working process of General Office of DL Municipal People's Government. Meanwhile, it studies methods and procedure in government departments process classification, process grading, process analysis and process chart identification.(4) It defines concepts of Process Knowledge Management, Process Knowledge Extraction, Process Knowledge Positioning, Process Knowledge Audit and Process Knowledge Accumulation and Process Knowledge evaluation from the perspective of government process knowledge management.It learns from the advanced theoretical achievements in knowledge management at home and abroad. Being closely connected with reality in General Office of DL Municipal People's Government, it sets up method system for government process knowledge management and has gained high emphasis and great support from related leaders of DL Municipal People's Government due to its pertinence and operability.
