After the founding of new China, our country government begins to establish and improve the social welfare system gradually. Due to various reasons, Chinese social welfare system construction has not achieved great progress. Since the eleven plenary session, a series of profound social reform happened, the economy and the policy developed quickly. Political and economic system has become more and more perfect. Among them, the social welfare system as a relationship between vital interests of citizens as well as beneficial to the people’s livelihood of the public system, by the government and the concern of the community, social welfare system of our country from build perfect has undergone a series of changes. With the rapid economic development, the phenomenon of polarization between the rich and the poor are becoming more and more serious, the social welfare system as the coordination of social fairness and economic efficiency and effective way, also need to further reform can really benefit the people, promote the realization of social equity, conducive to social stability and economic development.At present, China’s social welfare system reform is deepening and exploration, we have no ready-made model to follow, what we can do is basing on China’s realities, and constantly improve the national social welfare system, to let more people benefit from economic development, namely by" Narrow social welfare " to " Generalized social welfare" transition. The so-called" welfare" refers to a special group of welfare:the elderly welfare, children welfare, welfare, women’s welfare, poverty relief, special care and placement. The so-called" welfare", is for all members of society in many aspects of welfare needs, including:employment security, security, security, pension benefits, health and welfare, education, housing and welfare benefits.
