With the rapidly development of social economy, all sectors of the social community pay moreand more attention to improving administrative efficiency.The reform of administrative system graduallyrealize from city governing county system into the province governing county system. The reform system,each province governs a county, involves in such problems as the management of range, ground—levelcity government’s distribution benefits, county government’s changes of functions in administration,division adjustment, institutional reform, personnel reassignments, and many other complex issues. Butas an important part in the reform of administrative system, government’s human resource optimizedallocation has greatly affected on the reform’s results. This article, based on the background of thisreform, mainly looks into the issue of government’s human resources optimized allocation which asresearch object. Public department of human resource management theory, Marxist-allocation of laborresources theory and Pareto Optimality theory as the theoretical protection. Combines the currentsituation of our county government’s human resource.We focuses on a series of questions aboutgovernment’s human resource optimized allocation under the reform background. For example, the riskof government department functions docking, personnel supply and demand imbalance, lack of humanresource development of innovative mechanisms, personnel performance evaluation difficult, powersupervision mechanisms are inadequate. Depth profiling of the reasons for these problems, includinggovernment human resource is not suited administrative reform’s environment, the negative impact of thetraditional administrative culture, human resource management innovation lag, the quality of personnel isasymmetry, self-serving motives impact, supervision of rights are inadequate. Use the theory of publicsector human resources management and give some feasibility Suggestions. The purpose is made government’s human resource optimization allocation which is more suitable for the provincial governingcounty.Looking at the full text,the body part of the papers consists of four parts.Chapter one is an introduction, mainly described the background of selecting topic, the researchsignificance and related concepts. Comb and hold the literature of domestic and foreign scholars in allaspects of government’s human resource optimized allocation and provincial governing county systemreform. On this basis, we focus on the thinking of this article, research methods and innovation.Chapter two is mainly described the research base about provincial goveming county system andgovernment’s human optimized allocation, including basic connotation and theoretical basis.Chapter three is mainly research on the problem of government’s human optimized allocationcaused by provincial goveming county system. This article is based on the perspective of provincialgoverning county system, studying government’s human resource optimized allocation. From thepractical level, by analysis the current situation about the changes of the government’s human resourcesafter administrative system reform, further explore the problems of government’s human resourceoptimized allocation.Chapter four, we focus on the problem of government’s human optimized allocation caused byprovincial goveming county system, and find the root causes of these problems. As the foundation forcountermeasures.Chapter five, we combine the present government’s human resource optimized allocation causedby provincial governing county system reform. Concluding some solutions, mainly refer to optimize thedesign of government sector jobs, staff planning, personnel selection, performance evaluate,strengthening the powers of supervision, and so on. We put forward some specific suggestions and countermeasures.The innovation of this paper is that choosing the hot issue of the current provincial governingcounty system reform and studies how to optimal allocation government’s human resource, trying to finda optimal allocation government’s human resource’s way that is more adapted to provincial governingcounty system reform. Be of forward-looking and guidance can make a contribution to the smoothdevelopment of provincial governing county system reform.
