After World War Ⅱ, the great success of the European integration has attracted worldwideattention. Obviously, there is all kinds of factors, historical and factual, that contributed to thisgreat achievement. However, scholars tended to studied the European integration from thetraditional aspects, such as politics, economics, military and safe. The factors of common peoplehave neglected for a long period. While, in western countries that have deepest democratictraditions, the power of public can never be neglected. Without the acception and support of thepublic, the process of European integration whether in horizontal enlargement and verticaldeepen, can never been so smooth. Especially, with the further development of Europeanintegration, it’s affection to common people has been even greater. Public’s awareness anddemands to participate in EU’s affairs has become stronger and stronger. Generally, publicfactors are playing much greater important role in politics.As to the question of public factors in European integration, the discussion in academiccircle was very little. The available materials mostly focus on the aspects of referendum, thelegitimation crisis of the EU, the European identify and so on. So this paper tried to discuss theattitudes and roles of public in European integration, based on the typical countries of France,German and England.There are five chapters in this thesis.The first part mainly defines the concept and the meaning of public factors. Public factorsincludes national mind and many forms of mass politics, such as referendum, public opinion andinterest groups. Obviously, the effect of national mind that based on common national feelings ismuch hidden but endurable. While, public attitudes and affections that reflected through masspolitics are much dominant.The second, third and fourth part are the main body of this paper. These parts will choosesome typical examples separately in the stage of start, horizontal enlargement and verticaldeepen in European integration process, to elaborate and analysis the three countries’ publicattitudes and effect in European integration. Specifically, the second part analyze the publicfactors in Franco-Germany reconciliation and the UK refused to join the European Communitiesin the stage of start. The third part choose the example of England applies to enter EuropeanCommunities in EC’s first enlargement,to analyze the changes and affections of publicopinion.The fourth part discusses the public factors in publishing the European unionConstitution and the using of the Euro.The last part is conclusion, which sums up the many public factors in European integration. We find that the ways and the degrees of public factors affecting politics are different in differentperiods.In the process of European integration, public’s activity in participating in the countryeven Europe politics and the government’s attention on public attitudes will provide muchlessons to the development of our democratic politics.
