With China’s economic system reform, the increasingly rapid industrialization andurbanization, thousands of millions of peasant workers migrate into cities and thedeveloped areas of the towns, appearing the tide of migrant workers. Due to the specialsituation of our country—the dual division system, migrant workers into the city arelimited by the household registration system and short of perfect social security system,their children cannot follow them into cities, can only stay in the origin location rural byraising other people or living alone, appeared so called" Children left behind in rural " andderived from a series of related problems.This article takes the left-behind children in x village of Fuyang city, Anhui provinceas the research subjects, using the questionnaire method, structured and semi-structuredinterviews method and participatory observation methods, etc, understanding the basicsituation of left-behind children in rural areas and the problems faced, and analyzing thecauses of the problem, last drawing lessons from the basic idea of the social policy fordevelopment, the paper puts forward the countermeasures and advice to solve theleft-behind children problems: changing government idea to strengthen governmentleading consciousness; making policy from long-term strategic point and pay attention tothe scientific nature of policy; emphasizing the human capital investment to increasehuman capital stock; increasing the family investment to strengthen family function;cultivating the actions of a plurality of main body to form a plurality of the governancestructure.
