"The Alienation In Type Of Policy Evading"-a Policy Implementation Study Of Left-behind Children In D County

In recent years,the safety accidents of the left-behind children have frequently been reported,which has caused great attention of the whole society.It has become not only a hot research topic in the academic field,but also a big issue of the social governance.From the perspective of historical development,with the development of the modernization in our country,more and more farmers go to cities to work because of their rational choice and living conditions.At the same time,many workers will not bring children with them due to the high cost of the city life.A lot of children are forced to stay in the countryside.Therefore,a new group appears,namely the left-behind children.According to the Second Plenary Inter-ministerial Meeting of Care and Protection of Rural Left-behind Children held by Ministry of Civil Affairs in November,2016,there are 9.02 million rural left-behind children at present in China,with more than 90% distributing in the central and western provinces.Among them,about 8.05 million children are under the guardianship of their grandparents,accounting for 89.35%;about 300000 children are under the guardianship of their relatives,accounting for 3.3%;the number of children with one side working outside and the other side having no guard capacity is 310000,accounting for 3.4%;the number of rural left-behind children without supervision is 360000,accounting for 4%.Due to the huge number of left-behind children in China,whether the left-behind children issue can be mitigated or solved has a direct relationship the harmonious development of the rural construction in our country.Among the existing research achievements on the left-behind children issue,most of the researches focus on the fields of sociology,pedagogy,psychology and so on.The researches focus on the influence of various factors on the left-behind children as well as the present situation of the left-behind children.In the field of public management,the researches are less than other fields,there is almost no research on the policy implementation of the left behind children policy.The study selects D county,Bijie city,Guizhou province as the research point because D county is a large labor export county with representativeness and the left-behind children policy has executed for some time.On the basis of summarizing the research achievements of the predecessors,the study combines with the empirical research materials,focuses on the execution of the left-behind policy,emphatically analyzes the realistic reasons of the alienation of D county's left-behind children policy,recognizes the important characteristics,namely “responsibility” and adopts a lot of interview data to demonstrate.Meanwhile,it analyzes deeply the selection logic of the policy regulators through the combination of theories.In the process of completing the study,it uses literature research method,interview method,observation method and so on.The current policy execution has been analyzed deeply by using the related theories in order to have an in-depth analysis and explanations of the reasons of the alienation of “avoiding responsibility type” policy in D county.Some suggestions have been put forward based on it,such as establishing policy concepts on the basis of the requirements of left-behind children,setting up effective resource platforms and perfecting the supervision system and so on.
