In addition to the truth of China has a large population, a large population base, the most important reason is that suitable for life in a modern society endowment is not very good promotion way.The aging degree of Chengdu is after Beijing Shanghai and other big city. Due to the change of the structure of population, narrow the family size, the traditional family endowment is unsustainable. Social institution endowment does not promotion because of the limited resources and high cost. The favorite choice of the Chinese elderly endowment is family endowment which both can make full use of the present resources and don’t need to invest too much.In Chengdu, family endowment has already started in2006. But present development situation is not very good. This paper investigate the Shiren south road community of Qingyang district, on the basis of analyzing lots of literature and referencing the construction of Shanghai family endowment the evaluation index system, combining with the specific conditions of Chengdu, to investigation depth reason of home-based care slowly, and put forward the corresponding countermeasures and Suggestions.The main research contents are as follows:First, this paper sorts out the literatures of the home-based care. Based on the guiding of New public management theory, Maslow’s hierarchy of needs and Welfare pluralism for research. Establish initial chengdu family endowment evaluation index system on referencing the construction of Shanghai family endowment the evaluation index system, combining with the specific conditions of Chengdu.Second, this article investigation and analysis of the status of family endowment of Shiren south road community of Qingyang district community home in the quality of life, and made corresponding evaluation plan.Third, this article makes a comprehensive evaluation of home-based care of Shiren south road community of Qingyang district. And found out that slowly development reason of family endowment service mainly comes from the financial, policy, social support, publicity and traditional ideasetc.Accordingly, put forward the corresponding countermeasures and Suggestions.
