Research On The Perfection Path Of Coordination Between Regional Local Government’s Policies

With the development of the regional economic integration, regional public issues are becoming increasingly prominent, the local policies which based on the traditional administrative region have been difficulty to control them. In view of the inter-regional characteristics of the regional public issues, requiring local governments which are in the region to cooperate with each other to resolve them. Public policy is the basic tools and method of the government management, it is used in various fields of the public administration. Therefore, if the regional local government cooperate to solve the regional public issues, we can through policy coordination among each other to achieve. The integration of regional local policies play a fundamental role in the regional public management process. Through the policy coordination, we can eliminate the obstacles of the local administrative districts, promote area elements to barrier-freely flow, improve relations between the regional local governments, promote the coordinated development of the regional economy and society. However, in the practice of the local policy coordination, due to administrative decentralization, the government self-interest and other factors, local government is more inclined to pursue the interests of the region to maximize, and to make decisions based on the perspective of this region. In this way, it will cause to lack of coordination between the regional local government policies; In severe cases, it will cause vicious competition between the policies, the regional public issues will be deterioration, hinder the development of the regional economic integration. The policy coordination need of government’s leading, and need social plural subjects’ participation, creating perfect Institutional environment, be achieved through a series of policy coordination mechanism, In this paper, using the public choice theory, the collective action theory, and so on, I analysis of the problems of policy coordination, such as the low level of coordination, the organization system is loose, and the legal protection is lack, then explored the path of the regional local government policy coordination from three levels which are the policy coordination’s subject, the environment of the policy coordination’s system, and the designation of the policy coordination’s mechanism. So rationalizing and developing the horizontal relationship of local governments has theoretical and practical significance to promote relations’ healthy development of local governments.This article is divided into four parts:in the first part, I described the research background, the research significance, the research present situation, the research content and methods, and the innovation and limitations of the research; In the second part, I described the relevant core concepts, the basic conditions of realizing policy coordination and the positive effects of the regional local government policy coordination; in the third section, I discussed the problems of the policy coordination, the harm of the policy offset, and the reasons of policy imbalance; The fourth part is the main part of the article, from three levels which are the policy coordination’s subject, the environment of the policy coordination’s system, and the designation of the policy coordination’s mechanism, I explore the path of the regional local government policy coordination.
