Research On Local Legislation Coordination Mechanism Of Regional Economic Integration In The Wuling Mountain Areas

In 2013,the State Department has replied Regional Development and Poverty Alleviation Plan of the Wuling mountains area(2011-2020),with the implementation of the approval,regional economic integration in Wuling mountainous areas is gradually accelerating.Under this background,this paper takes local legislative coordination mechanism of regional economic integration in the Wuling mountain area as research objectives,and strive to explore the framework of Legislative Coordination and unification in this area.Firstly,this paper defines and analyzes important concepts,such as regional,regional economic integration and legislative coordination mechanism and so forth,then to elaborate the components of local legislative coordination mechanism of regional economic integration.On this basis,combining with the process of regional economic integration in the wuling mountain areas,this paper expounds the necessity and feasibility of the local legislation coordination of regional economic integration in the Wuling mountain areas,has been clear that building a unified legislative coordination mechanism is essential for promoting the regional economic development.Then,the paper takes a comparative perspective,examines the advanced practice about legislative coordination in the four domestic typical regions which include Three Provinces in Northeast China,the Yangtze River Delta Region,the Pearl River Delta Region and the Beijing-Tianjin-Hebei Region,And detailed analysis of some foreign practices to have a use of reference about building a local legislative coordination mechanism,such as the United States and the European Union.On the basis of the study,the paper puts forward a systematic way for to construct construct the Regional Legislation Coordination Mechanism of Wuling mountain area.Finally,to propose idea with thebuilding of local legislative coordination mechanism of Wuling mountain area's regional integration: first to establish the principles of legislative coordination mechanism in Wuling mountain area,then according to the elements of local legislative coordination mechanism of regional economic integration,finally from three aspects to realize regional economic integration in the wuling mountain areas construction of local legislation coordination mechanism,which include clearing subject,expanding field and optimizing the working mechanism.
