| The work of Grass-root Government covers a wide scope,and it is closed to people.The function of government is dispersed.The operation conditions have a great impact to build socialism with Chinese characteristics and develop economic,and it is a basic of building political power.L the sub-district office which is located at the east of Guye District Tangshan city with the area of 12.1 Square kilometers and the population of 79.5 thousand is a Centennial mining area depend on developing industry.L the sub-district office under the jurisdiction of 24 communities.As a typical Grass-root Government,the heavy work lead to officer make multiple roles.And there are some problems in work.Inefficient,Lack of motivation and lack of staff initiative.The paper is based on present situation of Grass-root Government.Base researching and analyzing L the sub-district office on survey,interview,questionnaire and have an informal discussion.L the sub-district office has some problems about incentives.The paper affords measures against that problems.And hope that these measures can be materials for researching incentives problems of Grass-root Government.After researching incentives problems of Grass-root Government based on results of the research at domestic and abroad,make a result against characteristics of staff requirements and resent incentives regulation of L the sub-district office.There are four points: first,salary and benefits system are imperfect,lack of Material incentives.Second,the normativeness of work and parts of work system is no more than a formality.Third,Incentive policies are old-fashioned and it doesn’t work.Fourth,the leadership has a great impact to incentive mechanism.We should wield motivation theory against analysis of the causes of the problem and advance some solution as follows: First,set the right motivation concept,pay attention to the requirements of different groups,balancing efficiency and equity.Second,establish a standardized work system,introduction of Rotation System.And the last point is to optimize current incentive system,and make improvements from the different parts of salary,well-being,promotion,training,examination,etc.to form reasonable incentives and guarantee the normal functioning. |
