Since the reform and opening up, labor dispatch system was introduced from abroad. After nearly three decades of development, not only the majority of enterprises, even in the public sector, especially local government agencies also used it as an important supplementary employment model, to make up for their lack of human resources and lower labor costs in this sector. Government agencies can use labor dispatch employees bring great convenience, and can make up for lack of preparation, but with work, some labor dispatch employees appear in the core work of government agencies, they do the same work, do not get the same pay. In addition, due to the special nature of the dispatch of labor relations, leading to the result that dispatch staff in government agencies do not get enough attention, their rights are not protected sufficiently, nor for their effective incentives. This affects the motivation and development of dispatched workers to a large extent, the operation and function of the organization.In this paper, elaborate the connotation of local government employees dispatch, analyze the current status of our local government to dispatch staff motivation and problems. Combine with the dispatch staff characteristics and needs, from the pay mechanism, rights protection, training, assessment, career planning, communication and feedback control, etc., the paper studies on local government dispatched staff to implement effective incentive measures.
