| A sort of unconventional incidents coming with the development of economics have become a big trouble to humans. In addition, the occurrence frequency of the incidents is raising now. The unprecedented complexity and great damage effects of unconventional incident force make it necessary to re-survey the research on emergency management. Study on evolution of unconventional incident is important to emergency management as its information and knowledge basement. Though existing studies have got a lot of achievements there still have some problems coming to unconventional incident. For example, the research on evolution of certain incident is inability to some unprecedented situations in unconventional incident. More over, it is hard to support operation activity in emergency management.According to the deficiency of existing studies, this paper redefine incident as the changing process of attribute states relating to system entities, from system theory view. A knowledge element model of system element is constructed, which contributes to the evolution model of unconventional incident as the component of its sequence. The model can support the emergency management in a micro-level. In addition, the energy motion pattern in the evolution process is analyzed, based on which a series of control strategies for unconventional incident are proposed from macro view.This paper has some exploration meaning to the study on emergency management of unconventional incident. Firstly, the redefining of the incident connotation by system theory and the proposing of element knowledge element model is a beneficial attempt to deal with the unconventional incident by deep-knowledge. More over, the evolution process model of incident can be used to predict the development of an incident in local system, which is of practical significance to emergency management. And the energy model, which focuses on the generality of unconventional incident evolution from a macro view, has proposed the principle of measure establishing. |
