In recent years, various types of unconventional emergency outbreaks frequently, such as SARS, Wenchuan earthquake, Beijing7.21heavy rainfall event and so on. The impact of these emergencies has profound influence and great harm, the means and methods of conventional emergency response has been insufficient. Research on multi-subject collaboration during the unconventional emergency response process is gradually becoming a focus issue in the theoretical research and practical application.First of all, based on the brief analysis of the unconventional emergency management system, this paper analyzes the main subjects involved in responding to collaboration and their relationship, summaries the forms of the multi-subjects’collaboration, and then proposes super network model of the multi-subjects’collaborative work based on the knowledge element. Secondly, this paper summaries the multi-subject collaborative pattern from different perspectives, and proposes the applicable scenes and selection process of the multi-subject collaboration pattern based on knowledge and scenarios to provides qualitative theoretical support for the selection of the collaborative relationship among the subjects in the simple and local scenarios. Finally, this paper proposes the quantitative measure indexes and selective method for the multi-subject collaborative relationship in unconventional emergency, in order to provide quantitative scientific support for the design of the collaborative relationship in the complicated and changing scenario, and improve the efficiency and effectiveness of the response of unconventional emergency.This paper not only complement and improve the multi-subject collaborative theory and method, but also this paper has practical significance in multi-subject collaborative selection and constuction during the response of unconventional emergency,...
