Research On Building Safeguard System For Yunnan Province Electronic Government Information Secury

E-government has witnessed rapid application worldwide as information technology develops rapidly, and China E-government construction yields pretty good results. However, information security incidents occur from time to time when government Informatization and E-government of different levels are applied, and information security risks of different levels are increasingly exposed. As national secrets and core government affairs are involved in content and working flows of E-government and the security of E-government is concerned with national safety and public interest, so the safe implementation and safeguard of E-government should be bounded by national laws, form stipulations for all concerned to abide by, serve as code of conduct to implement and run E-government to protect legal rights and interests of law followers and law abiding people, deter lawbreakers significantly, and provide a legal basis for law enforcement and judiciary. As a result it is quite necessary to research E-government information security law building. Based on analyzing E-government information security safeguard system building modes at home and abroad, the thesis has been focused on studying laws and stipulation building in our province. The thesis has collected a number of cases and data for comparison and empirical study, and meanwhile proposed policy recommendations. Main content in the thesis is as follows:1. Elaborate the connotation and characteristics of E-government and the significance of developing E-government. Based on extensive literature investigation, compare and analyze development status and research progress of domestic and foreign E-government.2. Define information security and information security safeguard, illustrate connotation and fundamental requirements for information security, and intensively discuss the relation between information security and national security.3. Study current status of E-government construction and application in Yunnan Province and current status about information security safeguard, and intensively analyze problems existing in E-government information security safeguard work of Yunnan Province.4. Propose strategies and suggestions for E-government information security safeguard system building in Yunnan Province. Propose strategies and suggestions for Trinitarian three-dimensional E-govemment information security safeguard system of which technology safeguard system is the core, organization and management safeguard system is the foundation, and laws&stipulations safeguard system is the guarantee based on research, and principally recommend the legal system building strategy in which E-Government Information Security Rules of Yunnan Province is the core, Yunnan Province Informatization Rules and Yunnan Province E-Government Rules are the basis.
