Multiple Subjects In Public Crisis Management, Positive Interaction Research

In recent years, the deep-seated contradictions of political, economic, cultural and other aspects in society gradually emerged, various types of crisis-prone, our country is in the social development of non-steady state. According to statistics. China is one of the most frequent crisis and economic loss is the most serious country, crisis has seriously affected the normal operation of society. Under such circumstances, public crisis management studies, to enhance crisis prevention, to resolve and restore the capacity of building a harmonious society, the concept of scientific development as an important issue.With regard to crisis management in public research, the author's view is: Crisis management in the public, the Government is the main course, and is the dominant. However, non-governmental organizations, enterprises and the public are also an indispensable force in crisis management .They are effectively to make up for the course of the Government, such as institutional rigidities, lack of resources, etc. They can complement each other to form an effective government. Therefore, the public crisis management optimization, must be based on the Government and other multi-subject, based on positive interaction. This article focuses on government and non-governmental organizations, government and enterprises, government and public's relationship among the main multi-level study of the interaction, exploring the way to build a public crisis management mechanism for multiple main positive interaction. Public crisis management mechanism for positive interaction among the main research for improving the management level, has a strong theoretical and practical significance.This article is divided into five parts, using the government functions and government crisis management theory, organizational theory, collaborative governance theory, with emphasis on China's public crisis management, the main positive interaction mechanism to conduct a feasibility analysis and specific operation.
