Search On The Village-level Public Service Supply Mechanism

On December29,2005, the National People’s Congress Standing Committee votes on the repeal of Agriculture Ordinance from January1,2006. It means that the history of paying the grain tax has ended since2006, and non agriculture tax era has begun in China. With the abolition of agriculture tax, many new problems has emergence, such as drastic reduction of the rural financial income, lack of funds and local government unable to provide effective public service delivery. Therefore, in order to supply public services effectively, we should reform and innovate the village-level public service supply mechanism after abolishing agriculture tax to meet the farmers demand for public services.Based on the theory of public services and public service delivery mechanism, the paper puts forward the meaning, composition and role of village-level public service supply mechanism. Focus on changes of village-level public service supply mechanism on co-operative period, the people’s commune period, reform and opening up period, it summed up reform and improvement of adapt to various periods of village-level public service supply mechanism. Through researching on the problem and the cause, it finds out the root fundamentally. Between the basic national conditions of abolishing agriculture tax, it obtains the strategic thinking and countermeasures of reconstructing the village-level public service supply mechanism. The main focus of this paper is:the construction of the new rural in the village, the transformation of government functions, coordination of urban and rural development, breaking the system design of the village supply of public services, reform of the national fiscal transfer payment system, playing the positive role of non-governmental organizations and civil elite. This paper innovates the new choice direction for reform and improvement the village-level public service supply mechanism in this period.
