Research On Government Public Service Supply In Agricultural Transition

Hohhot is located in the minority autonomous region-Inner Mongolia Autonomous Region.The Inner Mongolia Autonomous Region is a province with backward agricultural development in my country.As the provincial capital of Hohhot,the agricultural economy has always been relatively weak.In order to develop the rural economy,the Hohhot Municipal Government has actively explored,encouraged,and supported rural agricultural transformation while implementing central policies while taking into account local conditions.Genbao Village is one of the agricultural transformation demonstration villages in Hohhot City.It is recognized by the Ministry of Agriculture as a national demonstration village with one village and one product.Genbao Village is a typical example of the construction of a new countryside in Hohhot.Taking Genbao Village as an example can better help the government to provide public services during the agricultural transformation period.This is of great significance for improving the agricultural economy and promoting the transformation of rural industries and technological progress.From the period of new rural construction to the period of rural revitalization,the main agricultural public service provider in rural areas has always been the government.Therefore,studying the supply of public services in the process of agricultural transformation will help future industrial development.This article takes the theory of new public service,public product theory and the "government + cooperative + enterprise" triple helix model as the theoretical basis of the thesis.Using theory to study the supply of public services in the agricultural transformation of Genbao Village can better explain the related concepts and definitions of public services in the agricultural transformation.At the same time,the research content of Chinese and foreign scholars was sorted out.And learn from its ideas,use the literature analysis method and case study method to systematically study and analyze the public service supply in the agricultural transformation process of Genbao Village.In the end,the main problems affecting the supply of public services in the agricultural transformation are as follows: the supply body's ability to cooperate is not strong;the social supply body's participation is low;the public service supply method is sometimes out of balance and lacks diversity;the development of agricultural infrastructure is lagging;public service talents Insufficient total amount;poor agricultural public service supply environment during the transition.After field investigation and research on theories,policies and systems.The main reasons for the supply of agricultural public services during the transition are: lack of relevant systems and policies to support;lack of diversified public service input mechanisms;lack of mechanisms for attracting talents and talent incentives;poor participation channels for farmers;transformation of government functions Not in place,not strong service concept and other reasons.Draw lessons from the achievements of public service supply during the agricultural transformation period at home and abroad,and combine the actual situation in the industrial transformation of Genbao Village.Corresponding countermeasures have been formulated for the corresponding reasons: strengthening the supply of public services in rural environmental improvement;insisting on the public service decision-making concept of starting with farmers as the mainstay;promoting the construction of agricultural infrastructure;insisting on the government as the leading role and encouraging the participation of social organizations;improving talents Policies and improve the supervision and accountability mechanisms for the supply of public services during the transition.The smooth transition of Genbao Village has served as a reference for other transitional villages in Hohhot.At the same time,it proves the success of the party and the government's policies,and also indicates that we are one step closer to rural revitalization.
