Chifeng City Balinyouqi is the typical pastoral areas,101counties in the Inner Mongolia Autonomous Region is also a national poverty-stricken counties. With the gradual deepening of rural reform and development, Balin income of farmers and herdsmen gradually increased, rising living standards. However, due to poor conditions of local agriculture and animal husbandry infrastructure to withstand natural disasters, weak agricultural production is largely dependent on natural conditions and times, and stagnant rural economy, the slow development of production, farmers and herdsmen from rural livestock income is not stable, slow increase in the per capita net income of farmers and herdsmen. This not only affects the enthusiasm for production, will also affect the famers and herdsmen of production inputs, and ultimately affect the sustained and stable development of the agricultural economy. Therefore, the rapid increase in the per capita net income of farmers and herdsmen is the important task of the current agriculture and animal husbandry, to accelerate economic development and improving the lives of farmers and herdsmen has a very important practical significance of the whole flag.This article is divided into three parts. The first section describes the general situation of Balin’s agricultural and pastoral areas, and through comparative analysis of the data further pointed out that the farmer income trends and the main features of economic development, social stability and conservation of grasslands, the development of ethnic minorities of pastoralists’ income slow hazard. The second part analyzes the reasons for the difficulties of the full flag of farmers and herdsmen income.
