Research On The Problem Of Income Increase For Farmers In Economic Less-developed Areas

During the system and course transformation of agriculture and rural economy in our country, a phenomenon appears that farmers' income increases slowly and their actual income decreases, which is more serious in economic lessdeveloped areas. It has been the first problem of present work in the countryside.This year Document No. 1 from the central committee points out definitely: That farmers' income has not increased in a long time affects not only the improvement of farmes' living standard, but also the production of grain and the supply of agricultural produce. It restricts not only the economic development of the countryside, also the growth of the whole national economy. It not only plays an important part in the advancement of the rural society, but also has a significant bearing onthe realization of the goal to build a comfortable society in an altround way. It is not only a problem of economy, but also a political one with great importance. Analyzing concretely the problem of farmer' increase of income in an economic lessdeveloped county is of certain direction in solving the present problem "Three-Nong" which stands for farming, farmer, andthe countryside, working out and implementing the policies and measures for agriculture and the countryside.Yihuang is a typical "Three-non-neighboring" county, namely, not neighboring railways, not neighboring highways, and not neighboring rivers, which is fairl typical in economic less-developed areas in the middle and western districts. This thesis makes a concrete and deep analysis of the problem in Yihuag County concerning the farmers' increase of income. By comparison and analysis, structures of income and characters of income increase are analyzed with substantial evidenct between Yihuang and other counties, among different towns in Yihuang and among different fanners. The thesis approaches common and special features about farmers increase of income in economic lessdeveloped areas under the present system, analyzing the restrictive factors and disadvantages that affects farmers' increase of income. Meanwhile, measures are taken in the light of actual conditions to seek realistic ways to increase farmers' income in economic less-developed areas in the middle and western districts of China, especially in Yihuang County. That is to say transform the tendency of value-taking in rural economic work; speed up creativesteps of the system in the countryside; strengthen the construction of the basic installations in rural areas; optimize the structure of farming production; develop non-agricultural production with great efforts; lay stress on the advancement of town strategy; cultivate and perfect rural market system; improve the quality of the labor force and raise the service level of technology popularization; regulate and consummate agricultural and rural policies.What is new and creative about this thesis lies in: From a distinctive point ol view concerning farmers' increase of income in the most poverty-stricken district, analyzing common and special features on farmers increase of income with a systematic thinking method; exploringcharacters and regularities of farmers'income increase with great efforts; raising accordingly realistic ways to increase farmers income in economic less-developed areas, especially in Yihuang County.
