In recent years, the intensity of China’s reform and opening and social transformation had increased constantly. The social contradictions and conflicts are becoming diversification that have accompanied China’s reform and opening and social transformation. The sudden mass incidents occurred across the country frequently and affected the social stability to a certain. Government played a major role in sudden mass incidents’governanced. However, the government can not governance the sudden mass incidents timely and effectly due to it’s timeliness of getting resources and limitations of ablity itself. At this time, the functions and advantages of the non government organizations are reflected. The importance of the non government organizations in sudden mass incidents’governanced becoming prominent increasingly by its unique functions in social interation. But, non government organizations in sudden mass incidents’governanced still have many problems due to the non government organizations’development environment and its own defects. This paper discusses in view of the predicaments in non government organizations in sudden mass incidents’governanced, measures and proposals are put forward to promote China’s non government organizations in sudden mass incidents’governanced based on the foreign experiences. This paper is divided into five parts:the first part is the introduction of the basic concepts of non government organizations and sudden mass incidents; the second part is the introduction of the present situation of China’s non government organizations in governance of sudden mass incidents; the third part analyzes the difficulties faced by China’s non government organizations in sudden mass incidents’governanced and the causes of such problems; the fourth part summarizes the experience of the foreign non government organizations in sudden mass incidents’governanced; lastly, measures and proposals are put forward to promote China’s non government organizations in sudden mass incidents’ governanced.
