Research On The Cooperative Relationship Between The Government And The Social Organizations In The Governance Of Mass Incidents

At present, our country is in the period of training. There have been very obvious gap between the different new interest groups and the different social classes. Due to the conflicts in the disparate interest groups are deepening, the social conflicts are increasing too. At the same time, the relevant legal system in our country is not integrated and the development rapid of social management system is slower than the social, which lead to high rates of mass incidents. Now, the development of mass incidents show very many characteristics, such as various types, size on a large scale, reason varied hierarchy and so on. The management of mass incidents, resolving social conflicts and conversion are all very urgently waiting for the government to solve effectively. In the governance of mass incidents, the government shoulders the main responsibility and bears huge pressure. Because of the lacking of the social middle class who plays the role of easing the contradiction with the different social groups, the social structural fracture is breaking. Many villagers or citizens can't tolerate the no deed and the corruption of some local government, which lead to the relationship between the public and the local government is in intension, and the authority of the government is in challenging, besides, the legitimacy of the government is also questioned.As the continuous development of politics and economy, the civic consciousness and the civic ownership awareness of people are growing. As a kind of folk emerging power, social organizations begin to mount the stage of the social governance, and show very different effect and advantages that cannot be ignored. They pay more attention to vulnerable groups, playing as a communication bridge between the government and the public, undertaking the task of the government, making up the defects of government management. In this case, the government starts to seek cooperation collaborative governance path with social organizations for the social governance.Due to various defects and realistic obstacles, the government and the social organizations, either of them governing the social alone, there will be more or less defects and deficiencies at present. Either of the government or the social organizations can't solve this problem thoroughly very well. In order to meet the urgent request of the governance of mass incidents affairs, making up for the insufficient of the government, relieving the pressure of the government and improve the governance effect of mass incidents, it's time for us to think about the current governance mode that the government-led of mass incidents and some related governance concept in depth and explore the necessity and advantage of the government and social organizations collaborative governance, besides, we need to combing the two cooperative relationship in the process of collaborative governance, in order to improve the governance effect of mass incidents.The author in this paper is in the perspective of mass incidents governance and as the government and social organization of cooperative relationship the main line, and also analysis the necessity and superiority of collaborative governance of mass incidents, the government and social organizations'present relationships, obstructive factors and the construction of the collaborative relationship in the future.
