With the boost of the economic strength, our country in general has entered the development situation of industry to promote the development of agriculture, led the country by city. In the fifth plenary session of the sixteenth CPC central committee, the government put forward to build a new socialist countryside, promoting rural on the development way of "production development, life well-off, countryside civilization, village neatly, management democracy". From the development experience of domestic and foreign, the development of agriculture and the progress of country can’t be separated from high quality farmers. Therefore, to construct the new countryside, we must foster the new farmers, where there are no new farmers; there are no new rural areas. Facing600million farmers, especially farmers in remote areas, regular school education already can’t adapt to new situation of the large number of students, contradiction of work and study, a variety of education demand. In this case, the modern distance education becomes the effective means of receiving continued education. In order to putting higher vocational education to the vast rural by modern distance education and training college students from country, the ministry of education initiated a "one village one college plan" in2004. After eight years of practice, the plan made a good result, but we should make rational judgment and think problems in the implement process.First, the thesis discusses the topic selection significance and research status of "one village one college plan". From five aspects of training object, training goal, training level and type, training institutions and cultivating means to explain the content of "one village one college plan", and describe the embryonic stage, pilot stage and the vigorous development stage about "one village one college plan". In addition, this paper interprets the "one village one college plan" by Maslow’s hierarchy of needs theory, human capital theory and revenue cost theory.Secondly, mainly use the way of questionnaire survey to have a deep understanding of student’s present situation, students’learning status and the present study support service of the "one village one college plan". Thereby found there are many problems in the process of implementing the "one village one college plan", such as the recommended system is hard to be fair, teaching quality is not high, the student graduates are difficult to apply it, etc.Finally, according to the results of the survey and relevant information, the thesis puts forward suggestions and countermeasures from four aspects of government, the TV university and the teachers, students in it,such as the government should enhance propaganda, improve grassroots recommend system, intensify the graduates support; The school should adjust the teaching structure, strengthening teaching management; Teachers should strengthen the study support service consciousness and the strengthening of the active the implementation of the teaching process; And students should be autonomous learning and have "learning responsibility" consciousness.
