The Problem Of Equal Basic Public Services In The Process Of Urban And Rural Integration Research

China has made great economic achievements with the continuous development of the socio-economic, but the gap between urban and rural areas is also gradually revealed. Because of neglecting the idea of sharing and social development outcomes, our peasantry has always been at a disadvantage in the social status, concentrated expression of the public service gaps between urban and rural areas, especially in compulsory education, health care and social security. The reasons including segmentation of the urban-rural dual economic system, unsound financial system, and the channel for expressing the interests of farmers is not smooth lead to the contradiction become more prominent between the overall rapid growth in demand for public services and the lack of government public service supply. Basic public services is the most crucial and most fundamental part of the public services,it is related to citizens’ basic right to life and the fundamental right to development, our government has been aware of the importance of this issue, gradually strengthen the public service functions to achieve the goal of equalization of public services. Therefore, if improve the basic level of public services for rural areas, urban fundamentally and achieve the goal of urban and rural basic equalization of public services, the economic benefits of rural residents will be enhanced and China’s urban-rural income large gap could be solved. Moreover, it is also of great significance to mitigate of social conflicts and promote integrated urban and rural of building a harmonious society.This paper bases on the condition of our country, firstly defines the content and features of the urban and rural basic public service equalization and achieves the principles and general approach of urban and rural basic equalization of public services by means of learning relevant theory and papers and analyzing the content of the urban and rural basic public service equalization. Then, the paper bases on the actual situation of China, analyzes the status of the Urban and Rural non-equal access in three areas of basic education, health care, social security. And it uses the empirical method to prove the rural areas insufficient supply; it also analyzes the reasons for such cases in accordance with the phenomenon deeply in the framework of basic public services. Finally, it proposes the appropriate policy orientation for the above analysis from the macro, meso and micro and makes specific suggestions for the problems of compulsory education, health care resources, social security respectively, efforts to explore the basic public service equalization path for China’s national conditions.
